The State Duma adopted in the first reading a bill on viticulture and winemaking in Russia, introducing a single integrated legal regulation in the production and turnover of winemaking products.

The document was introduced by a group of deputies, including Sergey Neverov, Vladimir Zhirinovsky, Gennady Onishchenko, Anatoly Aksakov and Vladimir Kashin.

The bill aims to improve product quality and competitiveness of drinks made from Russian grapes.

"In essence, it will become the basis for the industry - legal regulation of domestic viticulture and winemaking is being created from scratch," said State Duma Speaker Vyacheslav Volodin.

He noted that Russian wine should be produced only from grapes grown in the country and the bill creates all the conditions for this.

In order to counteract the illegal production and trafficking of wine products, the bill introduces special rules that determine what products are considered falsified, substandard and counterfeit, as well as a ban on the production and circulation of such products. So, drinks that are accompanied by false or inaccurate information misleading the consumer regarding the composition, properties, qualities, origin or manufacturer will be considered counterfeit.

Features may appear and labeling and sale of wine in retail. In particular, producers and sellers will need to bring to the attention of consumers information about the variety, place of origin and year of harvest of the grapes from which the wine is produced. On the label of grape-containing alcohol with a strength of not more than 22%, it should be indicated that these drinks are not considered wine. At the same time, on the trading floor, the sale of such drinks will be separated from wine, while the placement on the shelves of drinks from Russian grapes will be accompanied by the inscription "Wine of Russia".
